ELECTRONIC SEX OFFENDER REGISTRATION AND NOTIFICATION SYSTEM
The Electronic Sex Offender Registration and Notification System was established in response to the 1994 enactment of Megan’s Law. Following Megan’s Law, the Jacob Wetterling Act and the Federal Crime Act further expanded requirements for sex offender registration and public notification. These laws require every state to maintain a sex offender registration system. All 50 states currently have sex offender registration laws in place.
In Ohio, the passage of Senate Bill 5 on July 31, 2003 strengthened registration requirements and established updated guidelines for classifying sexual offenders. Under Ohio law, individuals convicted of certain sexual offenses under the Ohio Revised Code or comparable laws of another state may be required by the court to register as a sex offender.
OFFENDER CLASSIFICATION
Sex offenders in Ohio are classified under a tier based system that is determined solely by the offense of conviction. Classifications include:
- Tier I Offenders
- Tier II Offenders
- Tier III Offenders
Since January 1997, all convicted sex offenders have been subject to the registration and notification requirements of Ohio law and continue to be monitored in accordance with current statutes.
